Constitution vs. Bylaws - What’s the Difference?

A Constitution:

  • Is concise
  • Clarifies the group’s purpose
  • Explains the fundamental purposes of the group
  • Provides the basic framework for the group’s processes
  • Provides historical perspective
  • Is rarely revised
Bylaws:
  • Ouline specific procedures for the group’s functioning
  • Help group conduct business in an orderly manner
  • Provide further definition to the constitution
  • Easily revised, and revised regularly as procedures change

Getting Chartered As A Student Organization

PRECHARTERING
Prechartering is an optional process for those who want to start a group but don’t have membership established. To Precharter you simply file a prechartering form with Student Services. This allows you to reserve meeting rooms and display tables in the University, Free of charge, post notices in the Student Lounge, and reserve tables for Student Activities. These options can be helpful in organizing a new group or publicizing for membership or activities.

CHARTERING
Chartering a Student Organization leads to official recognition of the Student Organization by The University of New Mexico. This allows an organization access to some facilities, equipment and, in some cases, funding opportunities. An organization can be chartered at any time of the year.
Chartering does not constitute an endorsement of an organization, its program or purposes by the University.


STEPS IN THE CHARTERING PROCESS

  1. Obtain and complete Chartering forms from Student Services. Chartered groupos are required to comply with policies and procedures for chartered groups. Contact The Student Government for more information.
  2. Chartering Form- Fill in the UNM Chartered Student Organizaiton form which is available at the Student Government Office, 737-0546. A sample is attached. Return the form to the Student Services. Incomplete or illegible forms will be returned to the prospective organization. Organizations must abide by the stipulations shown on the form and the Chartered Student Organization Policy.
  3. Constitution- One copy of a current constitution and by-laws must be submitted with the chartering form to the Student Government Office. Your constitution or bylaws should be brief and to the point wherever possible. If your organization is affiliated with a national organization, you must submit one copy of your local bylaws, not the national level constitution or bylaws.
